The Covenants were developed in template form for all the communities of the Broadlands, and then tailored somewhat for each community. As a result there are some provisions in the Covenants that are not relevant to the Villas at the Boulders.
One important class of such irrelevant provisions covers what owners may do in landscaping their "lot". In the Villas, we homeowners only own the land beneath our unit. Everything else is common area, managed by the Association. Therefore there is no individual land upon which a homeowner could plant anything.
The rock-area adjacent to your unit is not your property, it is a general common area owned by all of us. The bushes and trees which seem to be in "your yard" are not yours, they belong to the Association and are managed by the LBC.
The text of the Covenants apply to communities where people have houses sitting on large lots, with their own trees and fences.
