Summary of important and relevant day-to-day rules
Three sources comprise most of our Rules:
Article IV of the Covenants, Use Restrictions, contains specific rules and restrictions on what homeowners may do. But beware, some Covenant statements aren't relevant for the Villas.
Article II 2.52 of the Covenants, called Rules, says: "The rules and regulations governing the use of the Property which are adopted from time to time by the Association. the Board or the Architectural Review Committee.... The Rules shall be binding upon all Owners and their Permittees."
Article XIII of the Covenants empowers the Architectural Review Committee to publish the ARC Guidelines
Article IV of the Covenants covers "Use Restrictions". Some of the restrictions
4.1 The Villas is residential. Homeowners may not conduct business from their home that is apparent or detectable by sight.
4.5 Unsightly conditions: Lots must be kept in a clean and tidy condition
4.6 Quiet enjoyment: Restrictions against excessive noise, noxious odors
4.7 Prohibited Conditions. Prohibits exterior modifications/construction, certain windows coverings, window air conditioners, artificial vegetation, overhead utility lines, burglar bars. Requires approval for satellite dishes, exterior lighting, energy additions (like solar panels). Forbids tree removal. Restricts signage (e.g. political signs) consistent with statutes. 4.8 Places restrictions on animals with specified exceptions for common household pets.
4.9 No Parking on the streets overnight, park only in driveways and garages. Certain vehicles are forbidden under most circumstances.
4.10 No Fences
4.17 No Discharge of firearms
These are adopted by the Board, and are in addition to the rules in Article IV and the rules in the ARC Guidelines

No outdoor carpet may be permanently affixed to patios or upper decks
Trash containers must not be left out after pickup
The Main over-arching rule is that Homeowners may not make any changes in the exterior of their home without compliance with the ARC Guidelines
