The 'ARC' is established by Article XIII of the Covenants. 

The ARC  reviews all homeowner requests for any modification to the exterior of any unit, or any change which affects the external appearance of any unit. 

Requests are submitted through the Architectural Review Request Form

The ARC publishes the ARC Guidelines which provide details about what kinds of changes are allowed. 

ARC Membership is by invitation, but you may Volunteer to be part of the ARC committee.
